Introduction
Vladimir Putin's second term in office, after his re-election as Russian President on March 14, 2004, has been marked by his introduction of a number of political reforms. In September 2004, he proposed ending the system of direct election of Russia's regional governors.

He wants the existing system of direct elections replaced with a system where candidates are put forward by the president and approved by local assemblies. In case, the local assemblies fail to approve the president's nominees, he can dissolve the local assemblies. Another of Putin's proposals is to put an end to voting in constituencies for parliamentary elections. ..
